Alicia M. Cipollini, 42, of 441 State Street, Guilford, was charged with non-student possession of drug paraphernalia near a school.

Sebastian J. Licht, 30, of Buttonwood Lane, Branford, was charged with larceny in the 6th degree.
Stephanie B. Sulzbach, 36, of 9 Iron Works Road, Killingworth was charged with larceny in the 6th degree.
March 19
Frank A. Simmons, 45, of 117 Old Sachems Head, Guilford, was charged with reckless endangerment in the 1st degree, strangulation in the 3rd degree, two counts of risk of injury to a child, unlawful restraint in the 1st degree, assault in the 3rd degree, threatening in the 2nd degree, and three counts of disorderly conduct.
